National Independent Innovation Demonstration Zones
The National Independent Innovation Demonstration Zones refer to those areas that have been approved by the State Council of the P.R.C. for the purpose of carrying forward independent innovation and high-tech industrial development. According to the Ministry of Science and Technology, the establishment of the National Independent Innovation Demonstration Zone will play a significant role in further improving the institutional mechanisms of technological innovation, speeding up the development of the strategic emerging industries, carrying forward the innovation-driven development and accelerating the transformation of the economic development model.

1 The national-level economic development zone, established in 1991, has been recognized as a national independent innovation demonstration zone, a national independent innovation technology park and an intellectual property rights protection pilot zone.

2 This year, the central government has approved the establishment of the Shenyang-Dalian National Independent Innovation Demonstration Area and a pilot free trade zone in Liaoning.

3 Its national independent innovation demonstration zone, approved at the end of 2014, is expected to help with innovative development and strategic support.

Software and information services have become the leading industries in the zone and the driving force for upgrading local industries and building a national independent innovation demonstration zone. Zhao said that the zone has drawn up specific plans to further promote the industries. At the same time, 17,986 inventions in Zpark were patented in the four months, up by 16.2% year-on-year. Authorizations of 5,374 invention patents were issued, up by 48.2% year-on-year. Zpark is called the Chinese Silicon Valley. After 20 years of development, it is now a 488-square-kilometer innovation park with intensely clustered high-tech innovation resources. It is also the home of a group of high-tech enterprises like Lenovo, Jingdong, Xiaomi, and BOE. In 2015, the park’s total revenue exceeded 4 trillion yuan, while its average annual growth rate reached 20% during the 12th Five-Year-Plan period (2011-2015).
